DM prohibits plying of Rickshaws & Thelas

ITANAGAR, Jan 09: Capital Complex District Magistrate in an order Under Section 133 CrPC has prohibited operation of Thelas (handcarts) and paddle-powered Rickshaws (tri-cycle) within municipal area from Itanagar to Banderdewa.

The order has been re-issued observing resurfacing of such hand-driven slow-moving two wheelers on the roads of Capital Complex in spite of the standing order prohibiting movement of Rickshaws and Thelas.

“It has been noticed that slow-moving two wheelers like, hand carts (Thelas) and tri-cycle (Rickshaws) have resurfaced on the roads of Capital Complex creating public nuisance and endangering human life,” the order noted. The DM instructed the Capital SP and executive magistrates of the respective jurisdictions to phase out these ‘Thelas’ and ‘Rickshaws’ from the roads within a period of one month.

 

DHTE to conduct APJEE

ITANAGAR, Jan 09: The Directorate of Higher & Technical Education (DHTE), GoAP, will continue to conduct the APJEE (Arunachal Pradesh Joint Entrance Examination) 2015-16.

It was resolved in an inter-departmental meeting of the Directorate of Higher & Technical Education and the Directorate of Medical Education chaired by the Secretary (Health & Family Welfare) Govt. of Arunachal Pradesh on January 7. DIPR

 

Medical camp benefits 462

AALO, Jan 09: A total of 462 patients, including 216 male and 246 female of Sirit Siyom Banggo, were treated during a free medical camp organized by Ke’pang Welfare Society at Jomo Village today.

The medical camp benefited mostly those villagers who cannot afford to go the district headquarters Aalo for medical checkup and treatment. Medicines were distributed to the needy patients at free of cost.

The medical camp was organized coinciding with the second conference of Ke’pang Welfare Society beginning tomorrow.

The medical camp was conducted by doctors belonging to Ke’pang members, their relatives and well-wishers of various departments, like medicine, gynaecology, surgery, ENT, Orthopedic etc.

The medical camp was inaugurated by Zilla Parishad Chairperson Yaman Bagra.

ACS opposes pre-paid energy meter system

ITANAGAR, Jan 09: Arunachal Civil Society (ACS) urged the state Govt, particularly the concerned department  not to implement the  Prepaid Energy Meter system scheme as the  denizen of the state, particular poor consumers  are  not in the position to accept such prepaid meter system.

The scheme may help curb misuse of power and increase revenue generation but most of the below poverty line (BPL) people can’t afford such schemes, the ACS said and urged the state government to find out another suitable mechanism  to enhance revenue.

 

AACWA for e-tendering

ITANAGAR, Jan 09: All Arunachal Contractors Welfare Association (AACWA) in a memorandum has urged the PWD Minister to invite tender through e-tendering mode for execution of works at Karsingsa block point.

Alleging nepotism in awarding work by inviting bid through manual tender by the Department of Highway (WZ)), AACWA demanded the PWD Minister to maintain e-tendering process as done for other works funded by the Ministry of Road Transport and Highways (MoRTH).

AACWA also requested the Minister to immediately stop the ongoing construction works in between Itanagar and Naharlagun without completing the codal formalities like tender quotation/NIQ as per CPWD manuals.

“As per the CPWD manuals, any works involving more than Rs 50000 should be executed through open tendering, AACWA said.

 

Meet resolves to stop illegal activities

ITANAGAR, Jan 09: A meeting was held under the chairmanship of Doimukh ZPM Tana Yayo to discuss various burning social and developmental issues of Doimukh area on January 7 last.

Taking serious note on the prevailing unlawful activities like gambling, drugs menace, alcoholism, illegal marketing etc. within Doimukh area the discussion was necessitated. The meeting also took serious note on poor construction of retaining wall under Trans-Arunachal Highways and not providing benefits to highway affected people.

The meeting unanimously decided to constitute a committee involving all panchayat leaders, GBs, public and youths of the particular circle to stop the illegal activities. Action will be initiated against those found involved in such illegal activities, the meeting resolved.

The meeting was attended by the Anchal Chairperson of Doimukh, ASMs, GPCs, GPMs, GBs, public and youths of Doimukh.

 

NSSK training for medical officers, nurses commences

ITANAGAR, Jan 09: Two days training on Navjaat Shishu Suraksha Karyakram (NSSK) for Medical officers, GNMs and ANMs commenced at a city hotel, Naharlagun today organized by the Arunachal Pradesh State Health Society.

The resource person for the training is Dr. Bengia Mala, Senior Gynecologist and Dr. Koj Jarbo, State Anesthetist and facilitated by Dr. T. Taku, Nodal officer (Training).

Dr. Koj Jarbo enlightened the participants on launch of NSSK by GoI in 2005. The sole objective of NSSK is to reduce mortality rate among children below five years.

“Neonatal Resuscitation means to revive or restore life to a baby from the state of asphyxia. The aim of neonatal resuscitation program is to teach the steps necessary to ventilate a newborn baby that is not breathing and protect the life of baby. Basic resuscitation, done correctly, will help most, even where only few resources and simple training are available,” he said.

Dr. Koj Jarbo further opined that helping a newborn is helping the most vulnerable section of the population. He encouraged the participants to exchange ideas and share doubts, if any, during the course of training.

 

CMUHIS enrollment at Lower Subansiri

ZIRO, Jan 09: A total of 8559 households out of the total 15249 in Lower Subansiri district have enrolled under Chief Minister’s Universal Health Insurance Scheme (CMUHIS), informed Dr Derin Likar, DFWO cum DMO in-charge.

Chairing a meeting on mop up drive for enrollment of households under the CMUHIS in the district here today, Dr. Likar requested the ZPMs to supervise and assist the team of the New India Company for the smooth and successful completion of the mop-up enrolment process in their respective jurisdiction.

Dr Likar expressed the hope that the team this time would be able to reach out to nook and corner of the district to avail the benefits of the noble scheme started by Chief Minister Nabum Tuki.

It was decided in the meeting that enrolment and family photography session for the households of Hapoli Township will be started from January at General Hospital Ziro.

For the rest of the Zilla segments, the ZPMs concerned have been directed to furnish a suitable venue for the enrollment and family photography session of their respective jurisdiction before January 15.

State monitoring movement of UG elements: DGP

ITANAGAR, Jan 09: Arunachal Pradesh is strictly monitoring movement of underground elements in the state's territory following 'Operation All-Out' launched by security forces in neighbouring Assam against NDFB (S) militants.

"We are working on all movements on such elements who have reportedly sneaked into the state's territory after the operation was launched against them," said Director General of Police, S Nithianandam in an interaction programme with media persons at Police Headquarters here today.

"We have excellent coordination with Army and Assam police and putting out all efforts to flush them out of the state," he said, adding that, IGP (law and order) I D Shukla went to a few such areas yesterday in the inter-state boundary and launched operation to flush them out.

The anti-insurgency operation led by Shukla is going on in Boguli, Deka, Kakoi and Borsetum reserve forest areas in state's Papum Pare district adjoining the Lilabari airport in North Lakhimpur district of neighbouring Assam.

The DGP while presenting a report on various achievements of the department in the last two years claimed that due to anti-insurgency steps, underground activities have significantly decreased in troubled-torn Tirap, Changlang and Longding districts.

He said, various measures have been initiated to modernize the state police with state-of-the-art weapons, recruitment of police personnel and use of modern technology.

"There is a need for commitment, competency, courage, credibility, communication and managing organizational changes. Ethics and integrity of police force is important. The only way to know our strength and weakness is through feedback of common citizen," the DGP was accompanied by IGP Shukla, AIGP Tussar Taba and a host of senior cops said.

He said as all police work need specialization. There was a need for appropriate specialized training in each field of work including investigation, traffic control, security and riot control, he said.

"Equally important is the use of technology in policing. Since the integrity of police force has always been questioned, it is of utmost importance that all police work is done with the use of modern technology. All procedures should be recorded in CCTV, audio visual tapes," he added.  PTI

 

Arunachal action plan to contain insurgency

ITANAGAR, Jan 09: Arunachal Pradesh police has made an action plan to check insurgency in Tirap, Changlang and Longding districts through various initiatives, including setting up 11 new police stations and upgrading the existing nine.

Besides, 1769 posts have been filled up in the police department for the three insurgency-affected districts, Assistant Inspector General of Police (AIGP) Tussar Taba told reporters here today.

To strengthen the police in these districts in terms of communication, vehicles, weapons and security equipments, 20 HF sets, 100 2W VHF sets, 217 VHF hand held sets were procured including 50 vehicles of various categories.

The department also procured 313 5.56 INSAS rifles, 158 9mm pistols, 40 2'mortars, 33 7.62 LMGs and over two lakh AK-47 ammunitions during 2014, the AIGP said adding, 28 night vision devices, 20 video cameras, 23 digital cameras and other gadgets were procured for the districts during the year. He said under citizen safety initiatives, anti-extortion cell was created in the police headquarters, besides introduction of beat system, tenant and servant verifications and five new check gates with surveillance system was set up in vulnerable places of the state capital. Deadlock continues as 72 hours hunger strike enters Day 2

CC reacts at Govt, Commission statements

ITANAGAR, Jan 09: The deadlock between APPSCCE aspirants and the Commission continues as the 72 hours hunger strike being staged by aspirants Ujum Perying entered day two at IG Park Tennis Court here today. No official comments and assurance either from the state government and the Commission are coming in so far except few clarifications on their stands and action taken.

People from all walks of life made a bee line at the venue to extend their solidarity to Ujum and Consultative Committee (CC) in their fight for justice and fair recruitment. The CC members revealed that their movement has been receiving overwhelming support from all walks of life.

All Arunachal Pradesh Entrepreneurship Development Association and Arunachal Pradesh RTI Forum for State Development have also extended their support to Ujum and the Consultative Committee in the hunger strike.

The district administration has deployed police force to monitor the situation and a medical team with an ambulance has been stationed to constantly watch Ujum’s health.  

Addressing the media persons at Press Club on the sidelines of day two of the hunger strike, Consultative Committee Chairman, Israel Perme spoke out at statements of the commission. Perme asked what balance and proportionality the Commission is talking about.  He said that the commission can make an excuse based on few candidates who keep writing letters to the Commission through local media with anonymous names.  

Sharpening his attack on the Commission for its statement wherein it says, the re-conduct of the already completed papers for which there is no grievance may be prejudicial to another section of aspirants who have also slogged hard for this exam, further Perme questioned why it would be prejudicial on few candidates, if the majority wants the re-conduct. Questioning the motive behind reluctance to make magisterial enquiry report public, the Consultative Committee members challenged the Commission for an open debate over the paper leakage issue.

“If the Commission is so confident on its transparency and commitment, why don’t they come out for an open debate” asked a member.

Reinforcing its claim that majority are with them in the protest, CC members also added that they are ready to have a referendum to prove that majority are demanding for re-conduct of examination. Further it also clarified that they are neither politically motivated nor affiliated to any party. “We welcome whosoever come and support our cause, but there is no politicisation of the issue”, Perme said while denying allegations labeled against them by certain sections of the society.

On the state government statement, the committee condemned the Chief Minister for failing to recommend the issue to Presidential reference.

It also alleged that the state government is trying to buy time by constituting a SIT to investigate over the issue so that it dies a natural death. “Even if SIT is to investigate the issue, the officer heading the SIT should be an IPS officer who should be from outside Arunachal” demanded CC members while claiming that they have no faith in the state government.

The members later threatened to go on indefinite hunger strike if the government fails to address their demands.

Meanwhile, Arunachal Students Federation (ASF) also extended solidarity and support to the 72-hrs hunger strike being staged by an APPSC aspirant Ujum Perying.

While appreciating the Govt for suspending joint secretary and deputy secretary of the APPSC, the ASF, however questioned that as to why was the Govt not paying heed to the demand of the aspirants for resignation of Arunachal Pradesh Public Service Commission chairman Dr Ligu Tacho and member Mamang Dai.

 

‘Appeal’ misleading: CMO

ITANAGAR: Jan 09: While sympathizing with all state civil service examination aspirants, who are suffering for no fault of theirs due to the controversy surrounding the alleged leakage of question papers of the APPSCCE (Mains)-2013-14, the Chief Minister’s office today clarified that a fact concerning the CM was misleading and false.

Flyers and pamphlets allegedly printed by the Consultative Committee, APPSCCE (M) 2013-14, with the heading ‘APPEAL’ which is in public circulation carries misleading information and needs to be corrected, stated a release. The ‘APPEAL’ has a sub-head titled ‘Chief Minister: I am Super Immune’ under which it is informed that even after several attempts members of the Consultative Committee were denied appointment with the Chief Minister. This in fact is concocted and false.

The CMO has records that the aggrieved civil service examination aspirants under the banner of the Consultative Committee had met the Chief Minister not once but twice and had placed their grievances.

First, the Consultative Committee headed by Israel Perme along with seven others, including Miss Ujum Periyng, had called on the Chief Minister on 23rd September 2014 at the Chief Minister’s Office. Records have it that they were in the CMO from 11.45 am to 1 pm on that day. The Chief Minister had personally interacted with them and offered to do whatever possible within the framework of laid down rules of the Commission concerned and the Central Government norms, informed Bamang Tago, Political Secretary to Chief Minister in a press statement.

Again on 22nd November 2014, the Chief Minister met Israel Perme along with four others at his offices from 2.30 to 3.30 pm. Tago further added that prior to this two meetings, he on behalf of the  Chief Minister had met and interacted with the aggrieved civil service aspirants and their grievances were officially communicated to the Chief Minister.

The CMO believes in transparency and accountability and therefore on no occasion aggrieved parties have been denied audience with the Chief Minister, the statement added.

 

Keep vigil on hunger strike: Parl. Secretary

ITANAGAR, Jan 09: Keeping an eye on the ongoing 72 hours hunger strike being staged by an APPSCE aspirant against the alleged corruption in the recruitment process, Parliamentary Secretary, Home, Likha Saaya today directed the Capital Deputy Commissioner and SP to keep strict round the clock vigil on the hunger strike by deputing sufficient police personnel and medical team to avoid any untoward incident.

During the emergency meeting held at his office here, Saaya further urged upon the administration to ensure that no one should take undue advantage to give the situation a political colour and also appealed to all organizations not to politicize it. Considering the recent massacre at Kokrajhar and Sonitpur districts of Assam, the Parliamentary Secretary also reviewed the law and order situation of Capital Complex and directed the SP Capital to increase night patrolling, along with strict and regular checks on vehicles in the Capital and border areas to prevent any infiltration.

Appreciating the citizens for reporting threat cases relating to illegal and forceful donations in the name of housie tickets and other similar and unacceptable activities, Saaya further instructed the SP to take immediate action against such unwanted and condemnable activities.

The SP has also been told to check ILP to prevent entry of unwanted elements and regulate the traffic strictly.

 

 

 

Governor urges religious leaders to promote harmony

ITANAGAR, Jan 09: The Governor of Arunachal Pradesh Lt. Gen (Retd.) Nirbhay Sharma today said that Arunachal is the best example of communal harmony. He emphasized that communal harmony should be maintained and strengthened. The Governor was interacting with the representatives of various faiths at Raj Bhawan here today. First Lady of the State Jyotsna Sharma and Secretary to Governor, Shurbir Singh were also present on the occasion.  

The Governor said that the greatest gift of all the faiths is being a good human being. Therefore, all believers must promote humanism and harmony in society. The Governor wished that such endeavour create bond for a more cohesive society.

The Governor advised the leaders of the various faiths to have more interactions among them. He also asked them to contribute towards social sector, particularly health and education, while they strive towards preserving their religious values. The representatives briefed the Governor and First Lady on the endeavour of their respective religious groups in the State. PRO

 

 

State gears up for IPPI programme

ITANAGAR, Jan 09: The state is all geared up for the first phase of Intensified Pulse Polio Immunization (IPPI) programme to be held on January 18.

The district task forces for IPPI of various districts have chalked out strategies for maximum coverage.

Deputy Commissioner cum Chairman of IPPI campaign in Lower Subansiri district, Kanki Darang stressed on the need to focus more on high risk areas (HRA). He emphasized in making religious leaders and NGOs a part of the campaign to facilitate larger public outreach.  He appealed to all the HoDs of the district to co-operate and provide all the logistic supports to the medical department. He also directed the AIR to carry regular announcements so that the message reaches out all the individuals, specially the labour camps, which is an HRA.

DFWO and DMO ( in-charge) Dr. Derin Likar while presenting the district plan for the IPPI hoped for maximum coverage and achieve the target this time.  He also sought the support of anganwadi workers and the ASHAs in bringing the children to the polio booths.

West Siang DMO, Dr. Marbom Basar appealed to all the officials engaged on IPPI duty to discharge their duty sincerely and cover all the unimmunized children of the district in the coming Polio vaccination programme. He also appealed to the womenfolk, army personnel, NGOs, PRI leaders to extend their all possible help and support to make the programme successful.

EAC Oli Perme requested all the administrative officers, Dy. Director, ICDS and DDSE to cooperate with the health department to make vaccination drive a successful.

Dr. K. Ori, DFWO cum DIO, West Siang district informed that a total of 280 IPPI booths have been set up for  first round of IPPI  in the district and necessary arrangement are being made to facilitate the movement of  the officials.

East Kameng DMO, Dr.N.Geiyi informed that 257 polio booths have been identified in the district for the 18 January IPPI programme. House to house immunization programme would also be carried out so that no child below five year is left unimmunized.

DRCHO Dr. Kaya Lapung briefed on polio and manpower and vehicle requirements during the process.

AGT mega audition, a platform for budding talents

ITANAGAR, Jan 09: The mega audition for the first ever Arunachal’s Got Talent (AGT) contest today witnessed huge numbers of hidden talents turning up at Siddhartha Hall here. Budding talents have been thronging the Hall since yesterday to find a berth for themselves in the next round of the competition. Out of total 604 participants that were selected from the four different audition centres (Namsai, Pasighat, Zero and Itanagar) as much as 214 talents are vying for a place in the 3 days mega audition.

The AGT's mega audition with the theme ‘Hunar Hi Aapki Pehchan’ was formally inaugurated by APEDA chairman Dikto Yekar and Tawang MLA Tsering Tashi yesterday.

Speaking on the occasion, both Yekar and Tashi lauded the organisers for giving platform for the participants to showcase their hidden talents. They expressed hope that these talents have the potential to make a mark in the national and international level competitions. Organizing committee advisors Gumjum Haider and Sonam Tenzin appealed to the state government to support and fund not only sports and traditional activities but also emerging trends like b-boying, hip-hop and other westernized activities for youngsters.

AGT's chairman Hillang Nima while stating that this competition is an attempt to provide a bigger platform for talented persons of the state to show hidden talents, he requested the state government to support their endeavour.

India’s Got Talent, first runner-up, Toko Teji, famed choreographer and dance teacher from Assam, Prem Thapa, classical song teacher from Assam, Guru Gautam and film personality Phuntso Khrime judged the 3 days mega audition.

The winner this talent competition will be awarded Rs 1 lakh along with a trophy, while the first and second runners-up will receive Rs 75,000 and Rs 40, 000 respectively, along with trophies after the grand finale on February 14 next.

 

 

3 from SBAP participate in orientation course

ITANAGAR, Jan 09: Three members from Sanskar Bharati Arunachal Pradesh (SBAP), namely Sukhdev Biswas, General Secretary, Delong Padung, Organising Secretary and Bullo Appa, member along with 110 members from eight north eastern states participated at the five days orientation course organized by Sanskar Bharati Poorvottar under Project Vision 2020 at RMP centre, Bhayander, Mumbai from January 1 to 5.

Delong, popular singer cum director, presented many melodious songs which enthralled the participants. He and Bullo raised several questions regarding promotion and preservation of art and culture of Arunachal Pradesh. Delong also raised the issue of safety and security of north eastern people in others parts of the country.  

Film makers, like Nitish Bharadwaj and Dilip Shukla reportedly agreed to produce film for promotion of North-eastern state, especially of Arunachal Pradesh, and create awareness at international level.

Manoj Tiwari, MP and Member of Standing Committee, Cultural Affairs, Government of India, invited suggestions from the state or individual for promotion and preservation of art and culture and development of artiste belonging to Northeast and country as a whole.

All the sessions of the orientation course were hosted by Sukhdev Biswas, Assistant General Secretary, Sanskar Bharati Poorvottar and Prosenjit Roy Choudhury, General Secretary under the guidance of Bimal Lath, course director.

The resource persons were drawn from various fields, including film industry, art, culture, media, archeologists etc.

 

 

ED attaches Rs 110-cr assets of EIILM

Kolkata, Jan 09: Undertaking its biggest action in a suspected education scam, Enforcement Directorate (ED) today attached assets worth Rs 110 crore of a Sikkim-based private university which is alleged to have duped numerous students by issuing fake degrees.

Using the provisions of the Prevention of Money Laundering Act (PMLA), the agency has attached cash of Rs 25 crore lying in bank accounts while the rest of the seizure value pertains to land assets in states like Rajasthan, Chhattisgarh, Jharkhand, West Bengal and Haryana belonging to the institute, which was identified as the Eastern Institute for Integrated Learning in Management (EIILM).

The ED's zonal office here had registered a money laundering case against the institute and its promoters on the basis of a Sikkim police FIR on EIILM, the foundation which runs it, and its owner, Vinay Rai.

"Assets worth Rs 110 crore in the name of the university and others have been attached under money laundering laws. The educational institute was duping students by offering degrees and certificates in violation of UGC rules. There were numerous complaints against the fraudulent practices of the university," an official said quoting the attachment order.

This is the first big action under money laundering laws in an alleged education scam case in the country.

Efforts made by PTI to contact the university did not yield any result as the phone numbers provided on its website turned out to be "invalid". There was also no reply to emails sent in this regard. Sources said the ED probe found that the management and owners of the university were "laundering" funds obtained from students as curriculum and tuition fees in purchasing large tracts of land and creating bank balances across the country.

"The university and its owners were conducting tainted transactions by extending illegal loans and making purchases in a circuitous manner within the organisations floated by them. The university violated UGC rules and other laws by establishing centres outside Sikkim and floating courses and giving degrees which they were not allowed to give," they said. PTI

 

Many students from the Arunachal Pradesh are studying in EIILM and recently the Central Executive Committee of the Arunachal Teachers Association (ATA) had urged the Education Minister Tapang Taloh to intervene on behalf of the students of the state studying in the institute with the Sikkim Govt counterpart. The EIILM University was recently in news when 200 students were on strike for nearly two weeks protesting against irregularities in conducting timely examination of final semester scheduled to be held on December 2014.

Fear of financial crisis looms large

The rumours of financial crisis have gripped state ever since UPA II lost power at centre. With BJP led NDA coming to power at centre and Congress forming government in Arunachal, there is growing fear that state will soon plunge into financial crisis. The fear basically emanates from a belief that BJP government at Delhi will tighten fund flow in order to punish Congress ruled states like Arunachal. Despite clarifications from both BJP and Arunachal government in this regard, the fear continuous to loom large.  

 Adding to the tension, the All Arunachal Contractor's Welfare Association (AACWA) today claimed that since the end of simultaneous state assembly and Lok sabha elections, many of the local contractors are not getting payments from concerned department. Association called on the state government to come clean on its financial position. Is the rumour finally coming true? State government need to come out and tell the truth to the people of Arunachal.

Need for systemic change

Dear Editor,

Demanding resignation of Arunachal Pradesh Public Service Commission chairman, Dr. Ligu Tacho will not serve the purpose. However, I personally support hunger strike by Miss Ujum Perying and suggest her to pressurize government to bring in systemic changes in recruitment process. This movement should be used to bring in transparency in the way the commission functions, not individual defamation. However if proven guilty, every members should resign morally.

Personally I don’t believe in remembering facts, but ideas. Ideas and innovation will only bring changes in our society and system. I don’t believe in memorizing (ratta marna) again and again the events and facts just to clear the exams, but ideas that will change the world. The majority of the government jobs in United States (more than 80%) are filled through a competitive examination of your background, work, experience and education, not through a written civil service test. In US civil service test for administrative careers was eliminated many years ago. Everything is done online. If a civil service exam is required, you will be notified of the test date and location. Now we are in the age of electronic, we should not believe in ratta system, rather we should go for knowledge and ideas. That’s what these US and Japanese governments are doing. Come on we are in the electronic age and if at all written exam is needed, let’s develop software such that it chooses question randomly, like in kaun banega crorepati. No need of these so called moderators to select question papers. Moderators or middleman, I believe is the root cause of leaking papers in many competitive exams in India.

Noise pollution affecting Pasighat

Through your esteemed daily I would like to request the higher authority, student union and NGOs of Pasighat, East Siang district to stop the noise pollution which is affecting the life of people of Pasighat. Loud music, parties, etc during night time disturbs the sleep of citizens. Also they make life tough for the students who are preparing to write exams.
